• Responsible for organizing, authoring and managing Keolis Rail Services America's successful proposal to provide operational and maintenance services for the Virginia Railway Express (VRE) commuter rail service
• Served as the primary author for and managed the Massachusetts Bay Commuter Railroad's successful proposal to provide operational and maintenance services for the Massachusetts Bay Transportation Authority's (MBTA) 500-train-a-day Boston, MA commuter rail service in 2003
• Prepared the passenger and freight rail operational elements of the Commonwealth of Massachusetts' successful $70 million ARRA stimulus funding application for the relocation of the "Vermonter" Amtrak intercity passenger train and for the beginning of the development of an entire new intercity passenger rail corridor between Springfield, MA and White River, Junction, VT
• Served as the lead consultants to the Northern New England Passenger Rail Authority (NNEPRA) for the preparation and submission of a successful $35 million ARRA stimulus funding application for the extension of the NNEPRA-sponsored Boston, MA-Portland, ME "Downeaster" intercity passenger rail service from Portland to a new northern terminus in Brunswick, ME
• Prepared the commuter rail operational analyses and service planning sections of the Montachusett Area Regional Transportation agency (MART) successful TIGER application for the extension of MBTA commuter rail service beyond its present western terminus in Fitchburg, MA to a new station/parking lot complex known as Wachusetts (GovMonitor article link)
